Trustees unanimously approved the development agreement for the 90-unit apartment development known as Beaumont Place.
The Mandel Group's three-building apartment development received final approval from the Village Board Monday night. Trustees unanimously green-lighted the development agreement – the final piece of a public discussion that began in May. The 90-unit development known as Beaumont Place would be constructed in the parking lots bordered by Santa Monica Boulevard, Beaumont Avenue, Consaul Place and the alley abutting the rear end of Silver Spring businesses. Representatives from the Mandel Group were not able to give an estimated groundbreaking date as of press time. The apartments will be financed with $4.6 million in public assistance through a tax incremental finance (TIF) district. The village's $4.6 million contribution includes: Once …

Originally slated for a decision on Monday, the details of the final development agreement still need to be hammered out and brought to the board for approval on Jan. 21.
The Mandel Group's proposed three-building apartment development is nearing a final vote, now that the first draft of a development agreement has been introduced to the Village Board. Whitefish Bay trustees had expected to take a final vote on the development tentatively known as Beaumont Place prior to Monday night's meeting, but village officials needed more time to hammer out details, such as a construction start date, a parking agreement and other details in the development agreement, said Village Attorney Chris Jaekels. "The deal is not in any kind of jeopardy whatsoever," Jaekels told trustees. "We didn't want you to decide on anything tonight where we have a handshake and not a formal document." The board's approval of the …

The Village Board will act on a development agreement with The Mandel Group over a 100-unit apartment development built on top of the parking lot north of Silver Spring Drive.
The Village Board will cast a conclusive vote on the Mandel Group's proposed apartment development Monday night. The meeting packet can be downloaded here. The three-building, 100-unit apartment development would be constructed in the parking lots bordered by Santa Monica Boulevard, Beaumont Avenue, Consaul Place and the alley abutting the rear end of Silver Spring businesses. At Monday night's meeting, trustees will also vote to rezone the development site as a planned development district. As a technical matter, the trustees will also vote …

The developer expects the 100-unit apartment building will generate enough tax revenue to close the $4.6 million TIF district earlier than required.
The Whitefish Bay Village Board formally approved a plan Monday that would offer $4.6 million in public assistance to the Mandel Group's 100-unit luxury apartment development. After months of committee meetings, Whitefish Bay trustees approved the creation of a tax incremental finance (TIF) district for The Mandel Group's $27-million, three-building development containing 100 high-end apartments in the parking lots north of Silver Spring Drive, between Santa Monica and Consaul Place. A tax incremental finance district allows a municipality to borrow and spend money on public improvements, and then recoup the money through the growth in tax revenue generated by those improvements. The village's $4.6 million contribution includes: Once the …

Whitefish Bay village trustees grant $277,000 to refurbish 24 underground parking stalls in exchange for 20 surface stalls behind the building for public parking.
In an effort to free up precious parking space, Whitefish Bay will contribute $277,000 to the restoration of a neglected 24-stall parking lot under the Fox Bay Building. In exchange, the village will get public parking access to 20 surface parking stalls currently reserved for tenants and employees of the Fox Bay Building. The surface lot will remain under New Land's ownership. The Whitefish Bay Village Board on Monday night unanimously approved a development agreement that would give New Land Enterprises, owner of the Fox Bay Building, $277,000 of the estimated $300,000 project cost to restore the now-unusable underground parking lot. Trustee Lauri Rollings was absent. That will allow New Land to lodge its tenants' vehicles below ground …

With the CDA's recommendation to create a TIF district, the developers have announced a construction schedule for the luxury apartment development.
The Mandel Group has plans to break ground on its proposed luxury apartment development on Feb. 1. At Tuesday night's Plan Commission meeting, Mandel's senior vice president Dick Lincoln said construction on the $27 million, three-building development containing 100 high-end apartments will begin on Feb. 1, assuming it receives all the necessary village approval. The developer expects to start excavating on the east end and working west, always leaving one lot open for public parking at Silver Spring businesses. The development would be built in the parking lots north of Silver Spring Drive, between Santa Monica and Consaul Place. Last week Mandel finalized the purchase of the smaller 45-stall parking lot behind Starbucks. That lot was …

The Mandel Group expects 15 new students to enter the school district, but officials say it is hard to gauge enrollment changes without knowing who will rent the proposed units or buy the houses on the market.
The developers proposing to build an upscale apartment development near Silver Spring Drive expect the Whitefish Bay School District will add roughly 15 new students as a result of the project. The Mandel Group recently sat down with Whitefish Bay School District administration to discuss how the district's enrollment may be affected by its proposed $27 million, three-building development containing 100 high-end apartments in the parking lots north of Silver Spring Drive, between Santa Monica and Consaul Place. Shawn Yde, the district's business manager, said Mandel's estimate is based on a similar development they constructed in Brookfield. The apartment development is targeted to empty nesters, so developers expect some existing …

Residents raised concerns and questions with the village's plan to contribute $4.9 million to the development by creating a TIF district. Negotiations continue between the village and The Mandel Group.
Should the village assist in funding The Mandel Group's 100-unit luxury apartment development near Silver Spring Drive? This was the question posed to residents at a public hearing of the Community Development Authority Thursday night. The village estimates it will contribute $4.9 million through a tax incremental finance (TIF) district to The Mandel Group's $27-million, three-building development containing 100 high-end apartments in the parking lots north of Silver Spring Drive, between Santa Monica and Consaul Place. At the hearing attended by less than 10 residents, resident Robert Crawford said he likes the project, but he questioned the use of public TIF funds for it. "I think good, old-fashioned capitalism will see that this project…

The Community Development Authority set a public hearing on the TIF district proposal for Sept. 6.
The developer proposing to build 100 luxury apartments in Whitefish Bay is requesting a $4.9 million investment from the village through two types of tax incremental financing. The Mandel Group's $27 million, three-building development would contain 100 high-end apartments in the parking lots north of Silver Spring Drive, between Santa Monica and Consaul Place. Mandel is seeking TIF funds to finance this work, including $2.7 million in public parking renovations. Mandel is requesting: After hearing a presentation from Mike Harrigan, the village's financial adviser, on Monday, the Community Development Authority set a hearing for 6 p.m. on Sept. 6 for public input on the proposed TIF district. The four-story apartment proposal was introduced to two village committees this week, but two business district leaders say they should have had a seat at the table earlier on.
After seeing the proposal for a luxury apartment development in the Fox Bay parking lot, Whitefish Bay Plan Commissioners gave the concept its preliminary approval. The Plan Commission held a pre-petition conference with the developer, Mandel Group, Wednesday night. The conference, required by the village's planned development process, does not include a public hearing, but gives commissioners a chance to decide whether the general proposal should be further considered by the Village Board. "This is really intended to be a preliminary discussion with all of you," said Dick Lincoln, the company's senior vice president. The developers first publicly presented their plans at a Community Development Authority meeting Monday night. The …

Linda, in lieu of someone else being able to give you a direct connection for that, you may want to call the general Village Hall number (962-6690). I think if you explain your concern (which is pretty specific) they should be able to direct you to the proper department. Or you could try searching the list of departments on the Village website... http://www.wfbvillage.org/index.asp?SEC=E6C14ECB-…   more ›
